Update and Management of Air Pollution Emission Inventory and Air Pollution Degradation Estimation(I)

In order to grasp the variation of domestic air pollution emissions, EPA had planned to update emissions by a 3-years cycle. 2000 base year Emissions were finished in 2003, and Emissions for 2003 is going to be updated by year 2006. This year’s project is the first year of a 2-year period continuity project for preparation the 2003 emissions. [TEDS6.0] version’s databank of Taiwan emission data system for 2003 draft emissions will be prepared in 2005 and finalized in 2006. In the mean time, besides the estimation of 2003 emissions, updating emission trend for 1987~2002, projecting emission growth from 2004 to 2021 base on year 2003 and comparing the emission reductions of different control programs are also conducted. Totally 3 control program scenarios are compared. The evaluation results could be used as a reference for control strategy planning for future years. To advance the ability of emissions management for local EPB(Environmental Protection Bureau) government and consulting company, a training course about emission estimation and management for 5 screened industrial processes, including boilers, steel manufacture, printing, metal surface coating and petroleum chemistry process, are held in this year. 5 half days training courses have been held in Taipei, Kaohsiung and Taichun respectively. In support of EPA’s administration affairs, such as air degradation estimation(base on [TEDS5.1] version’s emissions) for 1994~2003, air quality improvement score calculation for SIP assessment of local BEP and management for emissions web page are implemented in the project. Air degradation data is integrated in the Green GNP (Gross National Product) report of year 2005 by the Directorate General of Budget, Accounting and Statistics(DGBAS) of Executive Yuan. 3 discussion meetings focused on emission quality enhancement issue were held during 2005. According to experts opinions from discussion meetings and the experience of emissions data reviews in the project, some recommendations for short-term have been draft.
